Terms of Service
Plain-English terms for using our free guides and, if you choose it, PHPro Premium Guided Support. Please read them before engaging us — including section 7 on your right to cancel.

1. Who we are
PHPro (“we”, “us”) operates this service in England and Wales. Legal entity, company number (if any), VAT status and business address: to be confirmed and published before launch.
2. What we do
We provide independent guidance and administrative support to people applying for a Private Hire Driver Licence in Wolverhampton: explaining the requirements, helping you understand your next step, providing a personalised checklist and checking your application for completeness before you submit it. Our free guides and the Find My Next Step tool are available to everyone without charge.
3. What we are not
- We are not City of Wolverhampton Council or any other licensing authority, and we are not an approved agent of any council.
- We are not a DBS provider (including TaxiPlus), a medical provider or a training provider, and we have no partnership with them.
- We do not issue licences, cannot guarantee that a licence will be granted, and cannot influence processing times.
- We do not provide legal advice.
4. Your responsibilities
You remain responsible for completing and submitting your own official applications, for the accuracy of the information you give to the authorities, for paying official fees directly to each organisation, and for meeting deadlines. Submitting an application does not permit you to work as a licensed driver; you may only drive for hire once the council has issued your licence.
5. PHPro Premium Guided Support — the service agreement
Price: £249 one-off, payable as a single total. £249 total — one-off, no VAT added on top. Our VAT registration status will be stated on your order confirmation and receipt.
What is included:
- Personalised application checklist. Built around what you've already done and what's still outstanding.
- DBS and TaxiPlus guidance. The council's named DBS route, the correct workforce position, the Update Service deadline and what to do with the original.
- D4 medical guidance. What the medical involves, when to book it, and how to avoid an incomplete form.
- Training and assessment guidance. How to book, what to bring, and how the result fits into your application.
- Right to Work guidance. Which documents are typically used, and what the council verifies in person.
- Document preparation guidance. Plain explanations of what each document is for and how names and dates should match.
- Pre-submission check. A review for the common omissions that stall applications before you submit.
- WhatsApp support within agreed limits. Answers to your application questions during the agreed support period and hours (see Terms).
Support period: 90 calendar days from the start date agreed in your order confirmation. Support hours: Monday–Saturday, 9am–6pm (UK time). Response target: we normally reply within two working days. Working days are Monday to Saturday, excluding Sundays. These are targets, not guarantees; a late reply is not a breach of this agreement, but persistent failure to respond entitles you to the remedies in section 9.
Not included: council, DBS, medical, training or any other third-party fees (which you pay directly); attending appointments on your behalf; representation to the council; booking training places; unlimited or out-of-hours support; and any guarantee of a licence. Our service fee does not include council, DBS, medical, training or other third-party charges. These are paid by you, directly to each organisation.
PHPro SlotWatch: Planned Premium Benefit — Not Yet Operational. SlotWatch is not currently sending availability alerts. The £249 pays for guided application support; SlotWatch may become available to active Premium customers at no additional charge. Booking remains your responsibility and no slots or notification speeds are guaranteed. It does not form part of this agreement until we confirm in writing that it is operational. SlotWatch never reserves training places, accepts council fees or determines eligibility.
6. How a Premium agreement is formed
- You read these Terms and our Privacy Policy before agreeing. They are available on this website at any time.
- You tell us on WhatsApp that you want Premium Guided Support. We confirm the scope, start date, price and these Terms in writing before you pay anything.
- You pay the agreed £249 by the method stated in that confirmation. No payments are taken through this website, and we never ask for card details in chat.
- We then send you an order confirmation and a copy of this agreement in a durable form (email or PDF) that you can keep.
- The agreement starts on the start date in your order confirmation and the 90 calendar days run from that date.
7. Your right to cancel (14 days)
Because this agreement is made at a distance, you have the right to cancel within 14 days of the day the agreement is formed, without giving a reason, under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013. To cancel, tell us clearly in writing (WhatsApp or email) within those 14 days; you may use the words “I wish to cancel my PHPro Premium agreement”. We will acknowledge your cancellation and refund any payment within 14 days of receiving it, using the method you paid with.
Starting early. We will not begin the service during the 14-day period unless you expressly ask us to, in your own words, and we record that request in your order confirmation. We never pre-select this for you. If you ask us to start early and then cancel within the 14 days, you pay only a proportionate amount for the support actually provided up to the moment you told us you were cancelling (calculated as the days elapsed out of the 90 calendar days, or the agreed value of the work completed, whichever is more favourable to you), and we refund the rest. If the full service has been completed at your express request within the 14 days, you acknowledge that the right to cancel is lost once it is complete.
After 14 days. You can end the agreement at any time by telling us. We will refund any part of the fee for support not yet provided, less a proportionate amount for support already given, unless otherwise agreed in writing. Nothing in these Terms removes your statutory rights, including your rights under the Consumer Rights Act 2015 to a service performed with reasonable care and skill.
8. Our right to end the agreement
We may end the agreement, with a proportionate refund, if you ask us to do anything unlawful or dishonest (for example, to misstate information to the council), or if you are abusive to our staff.
9. Liability and remedies
We take reasonable care to provide accurate, up-to-date guidance. Because decisions and requirements rest with third parties, we cannot accept liability for the outcome of your application, for changes to official requirements, or for delays caused by third parties. If we fail to perform the service with reasonable care and skill you are entitled to ask us to put it right or, where that is not possible, to a price reduction. Nothing in these terms limits liability that cannot be limited by law.
10. Privacy
How we handle your information is explained in our Privacy Policy. We do not hold your passport, DBS certificate or medical records.
11. Governing law
These terms are governed by the law of England and Wales. Nothing in them affects your right to bring a claim in the courts of your home country within the UK.

It is not affiliated with, endorsed by or part of City of Wolverhampton Council, the Disclosure and Barring Service or any operator, and provides guidance and administrative support only. Licensing decisions remain solely with the licensing authority.
